Open Call: Oyster Reef Development and Restoration

The Lake Champlain and Hudson River Environmental Trust (CHET)

The Hudson River Foundation serves as the Trust Administrator for the Lake Champlain and Hudson River Environmental Trust (CHET) , a $117 million fund established to protect and improve habitats and fisheries in the waterbodies where the Champlain Hudson Power Express (CHPE) transmission line—buried cables that will carry hydropower from Quebec to New York City—are installed. As Trust Administrator, we work closely with the nine member organizations of the CHET Governance Committee, including New York State agencies, New York City, Scenic Hudson, Riverkeeper, and Trout Unlimited, to build consensus and establish broad priorities for research and restoration in Lake Champlain and the Hudson River, Harlem River, and East River.

Significant portions of these cables will be installed in Lake Champlain and in the Hudson, Harlem, and East Rivers. Certificate Condition #165 of the Order Granting the Certificate of Environmental Compatibility and Public Need (Certificate) established the $117.15 M Lake Champlain Habitat Enhancement, Restoration, and Research/Habitat Improvement Project Trust Fund (CHET). CHET is governed by a nine-member committee, the Environmental Trust Governance Committee (ETGC), and the Hudson River Foundation is the Trust Administrator.
The Hudson River Foundation and the ETGC have worked collaboratively to refine a portfolio of “Priority Projects” identified in the Certificate. This RFP is soliciting proposals to implement components of one of the CHET Priority Projects: PROJECT F. OYSTER REEF DEVELOPMENT AND RESTORATION.
